仿效欧美概念串联30英亩商机 乔治市商改区注活力


(槟城22日讯)大光大商业区将成立共管公司推动“乔治市商业改进区计划”(BIDS),建议兴建连接商场的地下及高架走道,提供免费巴士,将区内约30英亩地区商场及商店联接起来。
这个由国库控股属下子公司Think City公司主导的这项计划,乃仿效先进国家已经取得成功的商业改进区概念,包括纽约时代广场及伦敦南岸。
曹观友:约30英亩
槟州地方政府委员会主席曹观友今日在记者会上指出,如果这项计划成功落实,乔治市将会成为亚洲首个采用这个概念的商业改进区。
他说,乔市商业改进区以光大做为中心,整个范围约30英亩,南面从时代广场到头条路叶祖意家族复修后的店屋;北面则从林萃龙路八爪鱼天桥到社尾万山旧址,也就是光大第5期发展计划区,当中也包括槟榔路。
已获多个集团支持
他透露,这项计划已经获得槟州发展机构、玮力产业集团、加马超市及兴利有限公司参与,新光大共管机构及商贸酒店都已表示会支持。
他说,整个计划将会采用企业与地方政府合作的模式进行,以提升、加强及扩大区内现有的地方政府服务、治安和清洁卫生为重点,促进区内商业发展。
他指出,为让这项计划能够更贴近人民的需要,当局将会在11月25及26日分别在光大3楼及光大走道举办“由你来说”民意收集活动。25日主要是收集在光大上班的2500到3000名公务员的意见,26日活动则偏向于公众的意见。
出席记者会还有槟州发展机构总经理拿督罗斯里及拿督斯里叶良发。
许仁强:收集意见
Think City计划总监许仁强博士指出,在完成收集意见的工作后,当局将会着手准备计划书,预定大蓝图将会在明年1月提呈。
他透露,如果一切顺利,计划将可以在3到5年内完成,计划将会采用分阶段的方式进行。
许仁强指出,到时候区内商家及商场将会共同成立一个类似共管机构的公司,负责与槟岛市政局配合提升区内的设备及举办各项活动,提高该区的吸引力。
提出多项方案
他透露,初步阶段当局提出了很多方案。部分建议如下:
·在光大和加马之间建造地下或高架走道。
·改造八爪鱼天桥。
·重新规划港仔墘运河,让运河变成一个景观。
·改造光大4楼露天广场成为天台花园。
·提供免费巴士连接区内商业点。
·举办更多活动吸引公众进入该区。
·节庆期间在区内街道张灯结彩增加佳节气氛。
各国贵宾种树地点 贝壳花园改建友誼花园
槟岛市政局拆除贝壳花园,改建成友誼花园。
坐落在乔治市海湾酒店前的贝壳花园的拆除工作已经展开,槟州地方政府委员会主席曹观友透露,有关改建工程料可以在年尾完成。
他透露,改造过后的贝壳花园将不会再有贝壳雕塑,取而代之的将会是友誼花园。
他说,友誼花园将会做为未来到访乔治市的各国贵宾栽种象征两地友誼的树木,以做为一个新的外宾种树的一个地点选择。
他指出,早前贝壳花园也因为树木太过茂密,有公众反应树木密到看不透对面的情况,因此很少人前往有关花园进行休闲活动。
他希望在重新规划成友誼花园后,会有更多公众使用那个地方。- 光华

Kanagawa prefecture sees George Town as a model heritage site


APAN’s Kanagawa prefecture has a lot to learn from George Town as it is a Unesco World Heritage site, Governor Yuji Kuroiwa said.
Kuroiwa together with his delegation, who were in Penang on a two-day official visit, toured some of the oldest heritage sites here such as the Kapitan Keling Mosque, the Sun Yat Sen Penang Base and the Penang Islamic Museum.
He later planted a tree at the Esplanade to symbolise the relationship between the prefecture and Penang.
Chief Minister Lim Guan Eng said Kuroiwa’s visit marked the bilateral relationship between both the state and Kanagawa.
Also present during the tree planting ceremony were state Health and Welfare Committee chairman Phee Boon Poh and Penang Municipal Council president Patahiyah Ismail. - The Star

Ideas invited to make George Town vibrant


THE public can give their input on how to rejuvenate George Town in a survey to be carried out for the setting up of Asia’s first Business Improvement Districts (BIDS).
George Town Grants Programme director Dr Neil Khor (pic) said the George Town BIDS project was a public-private partnership where businesses work together with the local council to enhance existing local council services, ensure security and improve cleanliness in the BIDS area.
“It brings together the main businesses around Kompleks Tun Abdul Razak (Komtar) including the Penang Development Corporation, Ivory Properties and Gama Departmental Store.
“The group also has the support from the Prangin Mall joint management body and Traders Hotel,” he said.
The survey will be held at Level Three, Komtar, this Friday and at the Komtar Walk on Saturday, from 10am to 6pm on both days.
Dr Khor said there were plans to turn Komtar and the Datuk Keramat area into a shopping district connecting all the shopping malls there with sidewalks being built.
“It will become a shopping district within walking distance from one mall to another, just like the Shibuya district in Tokyo,” he said during a press conference by state Local Government and Traffic Management Committee chairman Chow Kon Yeow at his office yesterday.
Chow said if successful, the George Town BIDS would be the first in Asia.
“Other examples include the New York Times Square and London’s South Bank.
“Komtar and its surrounding areas have a lot of potential and this must not go to waste, hence, the BIDS project,” he said, adding that all ideas and input to make the place more appealing are welcome. - The Star

Easing the tourism belt


THE proposed Tanjung Bungah—Batu Ferringhi—Teluk Bahang paired road will be constructed in phases.
State Public Works, Utilities and Transportation Committee chairman Lim Hock Seng said the first phase of the 12km north coastal road would entail a 5.7km stretch from Jalan Lembah Permai right up to the Hard Rock Hotel along Batu Ferringhi.
“Each kilometre would cost about RM5mil so we cannot afford to do it all at one go.
“The stretch from Tanjung Bungah to Batu Ferringhi will be our priority because it will really help alleviate traffic congestion especially on weekends.
“Actually, some parts of the stretch have already been constructed by private developers, so it’s a matter of linking up the roads,” he said, adding that the first phase was expected to cost some RM230mil.
Lim said the state Public Works Department had applied under the 10th Malaysia Plan for RM586.2mil to build the paired road.
The dual-carriage road, which will pair with the existing coastal road from Tanjung Bungah to Teluk Bahang, is part of the state government’s four proposed traffic alleviation projects.
The other three are a 6.5km sea tunnel connecting Gurney Drive to the northern side of Butterworth, a 4.2km road from Gurney Drive to the Tun Dr Lim Chong Eu expressway by-passing the city centre and a 4.6km road linking Bandar Baru Air Itam to the same expressway.
Chief Minister Lim Guan Eng had announced on Nov 16 that no monetary payment or funding would be given by the state for the construction of the projects as costs incurred would either be recovered through land swap, toll or any other form.
Costs for the sea link tunnel would be recouped from toll charges expected to be higher than the Penang Bridge and second bridge while construction of the roads would involve land swapping deals.
On Nov 12, the state government called for contractors to participate in a pre-qualification exercise for the projects estimated to cost up to RM8bil.
Work on the four projects is scheduled to commence by 2015 and a compulsory briefing for interested contractors will be held on Nov 29 at 10am at Level 52 Komtar.
The closing date for the pre-qualification exercise is Jan 14.
The selected contractors from the pre-qualification exercise will be allowed to participate in the study, designing and implementation of the projects’ Request for Proposal (RFP) which is expected to be called in March.

Rich Chinese, Indians planning to holiday here


PETALING JAYA: Affluent travellers from China, India and South Africa are considering visiting Malaysia in the next two years, making them the top source markets of big spenders for the tourism industry.
A Visa Global Travel Intentions Survey 2011 indicated that 30% from China, 26% from India and 8% from South Africa were planning to visit Malaysia.
These travellers are mainly professionals, managers, executives and businessmen who earn about RM13,800 a month.
The online survey, conducted by Nielsen in February and March, asked 11,620 respondents from 23 countries about their past and future travel plans.
They had travelled for holidays in the past two years or intend to do so in the next two years.
The survey showed travellers visiting Malaysia would engage in outdoor activities (74%), local food tours (70%), water sports (66%), nightlife (63%), music (62%) and health, wellness and relaxation (59%).
Visa Malaysia country manager Stuart Tomlinson said the fact that affluent travellers from China, India and South Africa would consider visiting the country in the next two years was a bright spot for the industry.
“Malaysia is blessed with the best natural sceneries in the world, great food and dining, vibrant nightlife and is in a position to provide everything that affluent travellers seek in a holiday,” he said.
He added that Visa was committed to supporting Malaysia’s ambitions to attract more affluent travellers and would work with the Tourism Ministry. - The Star
